I came across this the other day. The good ole' days - CYSA 2003. US Club Soccer was a mere twinkle in Derek Armstrongs eye.....

I think things are slightly better these days.......Slightly. No more 50 days for travel papers........it's one day now. With US Club Soccer!

GUEST PLAYERS FOR IN STATE TOURNAMENTS: All request for guest players for CYSA in state
tournaments must go to Sie Prior for his signature. The request must be to Sie 14 days before the tournament.  Guest players for in state tournaments may only be used from Memorial Day weekend through Labor Day weekend.  Guest players for U14 teams only may be used from November 15 through March 15, no other older age groups may use guest players during this time. Only players within District X can be used in CYSA in state tournaments.

 INTER-DISTRICT RELEASE: For incoming inter-district releases I want to remind you that there is a $5.00 transfer fee payable to CYSA District X.   This is for in coming players only.   When you mail the inter-district release to me please remember to include the $5.00 fee.

 JAMBOREES: PLEASE REMEMBER TO REMIND YOUR COACHES THAT THEY MUST HAVE THEIR
LEAGUES AND THE DISTRICTS APPROVE TO HOST OR ATTEND A JAMBOREE. JAMBOREES MAY
NOT BE HOSTED ON A CYSA TOURNAMENT WEEKEND IN DISTRICT X IN WHICH THE HOME LEAGUE IS HOSTING A TOURNAMENT. Remember to give the coaches the request to host a jamboree it can also be found on the District  web site.  All jamboree requests go to
 
OPEN BOUNDARIES was approved for all players for the next seasonal year (03/04). Once a player is on
a team, if they wish to transfer from that team to another team in District V they must have their transfer
approved by both leagues. If transfer is to a team out of the district then they must have an inter-
district release and a transfer form signed by both leagues and both District Commissioners. Please
remember that all in coming transfers and inter-district releases must be accompanied by a check ($5.00) for
each transfer.  OPEN BOUNDARIES DOES NOT MEAN THAT RECRUITING IS ALLOWED IN DISTRICT .

 OUT OF THE DISTRICT FRIENDLY GAMES: Please remind your coach that if they are going out of the district to play friendly games that they must notify you and the you must notify me.


OUT OF STATE SINGLE EVENT GUEST PLAYER forms must be to me 14 days before the date the team
leaves. If the coach has them all filled out and sign, please send them with the travel papers. Coaches may
not take more than (18) eighteen players on their travel roster at any time. Teams may use up to six guest
players providing the out of state tournament allows that many guest players.   Guest players must use the
same years player pass as the team that they will be traveling with. Players from other districts may be used
as guest players with the permission of the coaches, leagues and District Commissioners.   DO NOT ASK
FOR GUEST PLAYERS OUT OF DISTRICT VII.
 
OUT OF STATE TRAVEL: PLEASE INFORM YOUR COACHES OF THIS POLICY: When traveling out of
state to USYSA sanctioned tournaments (this includes Southern California), the team must have the correct
travel papers.  Use the form that does not require the player’s signature or they will be returned to the coach
to get it done on the right form.  The form must be signed by the League, Jen Pelling, CYSA office and Jim.  

Travel papers must be submitted 50 days in advance of your travel date. PLEASE SEND A COPY OF THE TEAM ROSTER INCLUDING ALL ADD forms, RELEASE forms, AND TRANSFER forms. Please remember to enclose the necessary envelopes, correctly addressed with postage, with a check made payable to CYSA
for $10.00.   All requests to travel out of state for USYSA-sanctioned tournaments must go to gddggdgdgd
before they go to Jan.  Follow the instructions on the back of the form. LATE FEES: $25.00 if less than 30
days but more than 14 days prior to the tournament, $50.00 if less than 14 days but more than 5 days prior
to the tournament, $100.00 if 5 days or fewer prior to the tournament, payable to CYSA District

RECRUITING: District X has a very strong recruiting policy in place, the policy is stronger than CYSA's.  I am getting more and more reports of players and parents being approached by coaches and other parents to come play on their team, telling them that they will receive special compensation if they come to their club and league.  This is recruiting and is against District X policy.  It is up to each league and a club to make sure that their coaches and parents understand the District x policy.  The recruiting policy of District X can be found on the district web site under rules and policies.  


REFEREES: Referee courses are now available.  If your league would like to set up a class please send the two different dates that you would like to have a class along with a check for $270.00 made out to CNRA for each class you would like. If you do not sent dates, the time and the place for the class you will not receive
the class until you do. A league official MUST be at every class to supervise the youth that are attending the
class. The league must have two league checks on the last day or night of the class to give to the instructor:
One check payable to CNRA for $25.00, for each of those who pass the course, plus a check to CYSA District
 for $15.00, for each person who took the class, including each person who did not pass the test, or took the information and did not complete the class.  If you have any questions, please contact Dave  or phone him at  Referee courses will be listed on the District  web site when the Webmaster receives them.  

REGISTRATION: New registration information is coming out from the CYSA office to league Presidents and
